Canadian veteran Part won 7-2 to stop the 500-1 Brit outsider becoming the youngest ever champ at 21.
The 41-year-old said: “It’s unbelievable. I never imagined winning it, to be honest.
“I just came over to have a good tournament. It’s harder as you get older.”
Part led 4-0 in a mediocre start at the Alexandra Palace as Shepherd appeared outclassed, out of form and out of confidence.
But karate black belt Shepherd suddenly kicked into life, closing to 5-2 down with his first 180s of the match and a 160 checkout.
Part steadied himself, though, and won a tight final set three legs to two.
Shepherd’s huge consolation was the ?50,000 runners-up prize.
He said: “I’m so proud – to have come second in the world’s biggest darts competition is amazing.
“The bad start did me. Coming back from that against a player like John is very difficult.”
